David (Mac) Mccullin :
David (Mac) Mccullin is a “two percenter” currently employed as an adjunct instructor, curriculum developer, peer reviewer, and management coach. Dr Mac conducts independent research focusing on six key areas of management science.

Dr Mac holds a Doctorate degree in management, Masters’ Degrees in National Security and Strategic Studies and Business Policy and a bachelor’s degree in engineering. He served 23 Years in the U.S. Army with 13 years in Army Special Operations with the Civil Affairs and Psychological Operations Command. His deployments include Operations Desert Shield/Storm in Saudi Arabia and Kuwait, Operation Joint Forge in Bosnia and Operation Enduring Freedom in Afghanistan as a team leader and a unit Commander respectively. He served nine years with the US Department of Homeland Security as an intelligence analyst and an infrastructure security analyst. Dr Mac’s research on integrating the Evidence Based Frameworks into Military Planning has been published by the Marine Corps University Press.
In1989, he became the founder and proprietor of Portfolio International (management consulting) and in 2017 he founded Evidence Based Master Planning (EBMP)-a proprietorship that conducts water research providing information to improve water access and quality wherever it is needed world-wide. Along with several collogues, Dr Mac is evolving EBMP into a registered Non-Governmental Organization.
As a community leader Dr Mac served as an NAACP committee chair, a certified NY state mediator, a literacy volunteer, and a certified peer educator. His professional affiliations include: the Society for Judgement and Decision-Making, The Center for Evidence Based Management, Maryland Hispanic Chamber of Commerce, the Black Doctoral Network and Sister Cities International.
